Now, further investigation reveals that, contrary to regulators' assertions at the time of the seizure, WaMu had sufficient liquidity and capital to meet regulatory standards and survive. <p class="MsoNormal" style="MARGIN: 0in 0in 10pt"><font size="3"><font color="#000000"><font face="Calibri">Even in today's slower paced market if you identify the home that fits you and your family, you still must move quickly.<span style="mso-spacerun: yes">&nbsp; </span>If you are interested in a house, there is a chance that someone else may be too.<span style="mso-spacerun: yes">&nbsp; </span>Often in today's market people hesitate to write an offer immediately because they do not want to pay full price.<span style="mso-spacerun: yes">&nbsp; </span>I understand that.<span style="mso-spacerun: yes">&nbsp; </span>However, if it is a home you really want, I would suggest writing your offer immediately. <span style="mso-spacerun: yes">&nbsp;</span>Simply make the offer that you feel is appropriate for the home.<span style="mso-spacerun: yes">&nbsp; </span>At a minimum, it shows the Seller your interest and&nbsp;raises the&nbsp;likelihood that you will be involved in negotiations on the home, even if there is another offer.<span style="mso-spacerun: yes">&nbsp; </span></font></font></font></p>
<p class="MsoNormal" style="MARGIN: 0in 0in 10pt"><font face="Calibri" color="#000000" size="3">If you decide to hold off on your offer and are willing to take the risk of losing the home to another offer, be sure that it is over a dollar value that you can live with if you lose the home.<span style="mso-spacerun: yes">&nbsp; </span>If you are buying the home for the long term (as you should be) maybe a $10,000 to $20,000 reduction in price is not as important as getting the house that feels like home.</font></p>]]>

        <![CDATA[<p>Put that $8,000 to work for you in the purchase of your first home.&nbsp; <a href="http://www.hud.gov/offices/hsg/fhahistory.cfm">FHA</a> plans to allow first time Buyers to use the <a href="http://www.irs.gov/newsroom/article/0,,id=204671,00.html">$8,000 federal tax credit</a> towards their down payment on a home.&nbsp; Through the use of&nbsp;short-term bridge loans, the plan will allow Buyers to borrow the funds from approved non-profits, state and local government agencies.</p>
<p>"We all want to enable FHA consumers to access the tax credit funds when they close on their home loans so that the cash can be used as a down payment," <a href="http://www.hud.gov/about/secretary/donovanbio.cfm">Shaun Donovan</a>,&nbsp;&nbsp;Secretary of <a href="http://www.hud.gov/">U.S. Department of Housing and Urban Development</a> said. </p>
<p>FHA will soon release details on the new program.</p>
<p>Last month, the <a href="http://www.seattlepi.com/local/405640_homecredit28.html">Washington Legislature approved&nbsp;a program</a> to provide the credit as a temporary loan, although that has since run up against an IRS rule barring taxpayers from designating someone else to get their refunds.&nbsp; Once those details are worked out this will be a great option for those wanting to use the tax credit to help with their down payment.&nbsp; The first time buyer&nbsp;tax credit will essentially&nbsp;become a form of down payment assistance.</p>

<p><strong><span style="COLOR: #339966" mce_style="color:#339966;">Built Green</span></strong> was developed by the <a href="http://www.mba-ks.com/" target="_blank" mce_href="http://www.mba-ks.com/">Master Builders Association of King and Snohomish Counties</a>.&nbsp; Developed in partnership with King and Snohomish counties and the city of Seattle. Through <a href="http://www.builtgreen.net/" target="_blank" mce_href="http://www.builtgreen.net/">Built Green</a>, builders can certify their homes based on features of their project, with a rating&nbsp;system of one to five stars.&nbsp; Five stars&nbsp;indicating the highest level of "green" achieved.&nbsp; Starting at four stars, the project must be certified by an independent party.&nbsp; One to three stars are based on builder provided information.&nbsp; <a href="http://www.builtgreen.net/checklists.html" target="_blank" mce_href="http://www.builtgreen.net/checklists.html">The MBA uses checklists</a> to help builders determine their rating or to plan for a specific rating in the design phase.</p>
<p>The Seattle area has many builders working within the Built Green parameters.&nbsp; A great example of a builder doing it right is <a href="http://www.greenleafconst.net/" target="_blank" mce_href="http://www.greenleafconst.net/">Greenleaf Construction</a>.&nbsp; Jim and his crew do amazing work.</p>]]>

<blockquote dir="ltr" style="MARGIN-RIGHT: 0px">
<p><strong>Q. What is the credit?</strong></p>
<p>A. The first-time homebuyer credit is a new tax credit included in the recently enacted Housing and Economic Recovery Act of 2008. For homes purchased in 2008, the credit operates like an interest-free loan because it must be repaid over a 15-year period.</p>
<p>The credit was expanded in 2009 for homes purchased in 2009, increasing the amount of the credit and eliminating the requirement to repay the credit, unless the home ceases to be your principal residence within the 36-month period beginning on the purchase date.</p>
<p><strong>Q. How much is the credit?</strong></p>
<p>A. The credit is 10 percent of the purchase price of the home, with a maximum available credit of $7,500 ($8,000 if you purchased your home in 2009) for either a single taxpayer or a married couple filing a joint return, but only half of that amount for married persons filing separate returns. The full credit is available for homes costing $75,000 or more.</p>
<p><strong>Q. Which home purchases qualify for the first-time homebuyer credit?</strong></p>
<p>A. Any home purchased as the taxpayer's principal residence and located in the United States qualifies. You must buy the home after April 8, 2008, and before December 1, 2009, to qualify for the credit. For a home that you construct, the purchase date is considered to be the first date you occupy the home.</p>
<p>Taxpayers (including spouse, if married) who owned a principal residence at any time during the three years prior to the date of purchase are not eligible for the credit. This means that you can qualify for the credit if you (and your spouse, if married) have not owned a home in the three years prior to a purchase. If you make an eligible purchase in 2008, you claim the first-time homebuyer credit on your 2008 tax return. For an eligible purchase in 2009, you can choose to claim the credit on either your 2008 or 2009 income tax return.</p></blockquote>

<p>1) <strong>Install a programmable thermostat</strong>.&nbsp; A programmable thermostat prevents the furnace or heating system from running when it is not needed.&nbsp; You can program the thermostat for a lower temperature while you are away from home or cuddled under your blankets at night.&nbsp; Prices start at around $50.00 and are an easy do-it-yourself project.</p>
<p>2) <strong>Drink tap water</strong>.&nbsp; Go ahead grab one of those stainless steel water bottles and fill it up.&nbsp; Our tap water in the Seattle region is just fine.</p>
<p>3) <strong>Use eco-friendly paint</strong>.&nbsp; Traditional paint options contain VOC's, volatile organic compounds, that release harmful pollutants into the air.&nbsp; The options in low VOC paints are now numerous and most major paint retailers now offer them.</p>
<p>4) <strong>Clean the lint screen in your dryer</strong>.&nbsp; The lint collects in the filter and prevents air flow in the drying process, forcing your dryer to work harder.&nbsp; Clean out the lint trap and let the air flow.&nbsp; It is also a safety issue, as it can be a fire hazard.</p>
<p>5) <strong>Fix your leaky tap</strong>.&nbsp; A small drip from your leaky tap can waste 3 gallons of water a day!</p>
<p>A few small (and easy)&nbsp;changes can make a difference.&nbsp;</p>]]>

        <![CDATA[<p><a href="http://www.newgeography.com/">Newgeography.com</a> released it's annual ranking of best cities for job growth.&nbsp; <a href="http://www.newgeography.com/content/00745-large-cities-ranking-2009-new-geography-best-cities-job-growth">'Seattle - Bellevue - Everett' area ranked sixth in 'Large Cities'</a>.&nbsp; Texas took the top five spots on the list with Austin, Houston, San Antonio, Fort Worth &amp; Dallas.</p>

<p><a href="http://www.newgeography.com/content/00745-large-cities-ranking-2009-new-geography-best-cities-job-growth">This year's rankings</a> continue the methodology used last year, which emphasizes the robustness of a region's growth and allows the rankings to include all of the metropolitan statistical areas for which the Bureau of Labor Statistics reports monthly employment data. They are derived from three-month rolling averages of U.S. Bureau of Labor Statistics "state and area" unadjusted employment data reported from November 1998 to January 2009.</p>
<p>The data reflect the North American Industry Classification System categories, including total nonfarm employment, manufacturing, financial services, business and professional services, educational and health services, information, retail and wholesale trade, transportation and utilities, leisure and hospitality, and government.</p>
<p><a href="http://www.newgeography.com/content/00745-large-cities-ranking-2009-new-geography-best-cities-job-growth">"Large" areas</a> include those with a current nonfarm employment base of at least 450,000 jobs. <a href="http://www.newgeography.com/content/00744-medium-cities-ranking-2009-new-geography-best-cities-for-job-growth">"Midsize" areas</a> range from 150,000 to 450,000 jobs. <a href="http://www.newgeography.com/content/00743-small-cities-rankings-2009-new-geography-best-cities-job-growth">"Small" areas</a> have as many as 150,000 jobs. One community in last year's top small MSA group grew enough that they are now considered a midsize MSA: Charleston, WV.</p>
<p>This year's rankings use four measures of growth to rank all areas for which full data sets were available from the past 10 years -- 336 regions in total. The Bureau of Labor Statistics, however, no longer reports employment detail for MSAs with employment levels less than 30,000 in its monthly models, resulting in shifts as MSAs were dropped. As a result, this year's rankings can be directly compared to the 2008 rankings for MSAs for the large and midsize categories, but there are some adjustments needed for year-to-year comparisons in small MSA category. In instances where the analysis refers to changes in ranking order, these adjustments have been taken into account.</p>
<p>The index is calculated from a normalized, weighted summary of: 1) recent growth trend: the current and prior year's employment growth rates, with the current year emphasized (two points); 2) mid-term growth: the average annual 2003-2008 growth rate (two points); 3) long-term trend: the sum of the 2003-2008 and 1998-2002 employment growth rates multiplied by the ratio of the 1998-2002 growth rate over the 2003-2008 growth rate (two points); and 4) current year growth (one point).</p><!-- google_ad_section_end --><a href="http://www.newgeography.com/content/00742-2009-how-we-pick-best-cities-job-growth"></a></blockquote>]]>

<p>When asked "We're facing a tidal wave of foreclosures. How do you decide whom to help?"</p>
<p>Donovan answered "We can't nor should we help everybody. We're going to help people who live in their homes. This is not help that we're providing to investors or flippers."</p>
<p>Good answer.&nbsp; Speculators and real estate gamblers should not be the focus in HUD's attempt to help&nbsp;clean up this lending mess.</p>
